I'm new here and I was wondering do you have to be a VIP member to download files. Everytime I try to download I get a message saying that I can't because I am not a VIP or because it is a peak time. So can anyone tell me when it's not a peak time?

yes you have to be VIP to dl files

but the choice is up to u noone else

VIP is more than just files but have alot of other things as well
