I have read that the new b3v stb's have already got the new cards in them and that the coders have got them and are already working on cracking it.(this is unconfirmed) So with any luck the down time will be minimal, lets hope.
Also I am in south eastern Ontario Canada and have still not recieved any new cards for my two stb's.
